Mark Lemuel L. Biñar of Samar College secured the 5th spot in Region 8 in the February 2025 Criminology Licensure Examination (CLE) with a 90.30% rating, as recognized by the Professional Criminologists Association of the Philippines (PCAP) - Region 8.

Biñar’s ranking was officially recognized by PCAP - Region 8, which assessed and identified the region’s top-performing examinees based on results released by the Professional Regulation Commission (PRC) on March 7, 2025. The CLE was conducted on February 5-7, 2025.

PCAP - Region 8 will formally recognize Biñar and other regional topnotchers during an oathtaking ceremony on April 12, 2025, at the Leyte Academic Center in Palo, Leyte.
