A transformative educational initiative through its PROJECT INSPIRE has been pursued by Samar Colleges, Inc. in an attempt to transcend traditional academic boundaries where knowledge and competencies learned in school are translated into actions that benefit the community and create a lasting impact on society. This project originated from Samar Colleges’ seven core values, which were launched during the institution’s 75th founding anniversary – Integrity, Nation-Building, Spirituality, Professionalism, Inclusivity, Resourcefulness, and Excellence - serving as the guiding light for every community endeavor and partnership undertaken.

Particularly, this project represents the following core values statements:

1. We ensure that our educational system is at the forefront of innovation and technology providing our faculty and students all opportunities to develop to their fullest potential.

2. We provide solid foundation in education and values that serve as the springboard to gainful employment and entrepreneurship for better quality of life for our people.

3. We value people as our greatest resource ensuring that their dignity and well-being are respected at all times.

4. We create leaders who are willing to put the greater good of others above their personal interest. We uphold our principles and values even when others choose not to do so.

5. We foster excellence in the arts to refine the expression of thoughts and feelings.

6. We strive to lead and not be led, to influence rather than be influenced. By our examples, we shall be judged.

7. We treat one another with respect and genuine concern. We go beyond the call of duty to make sure that no one is left behind.

One of the most significant pillars of this initiative is the establishment of sustainable international and regional linkages that broaden the horizons of both faculty and students. Through a perfected agreement with Dong Thap University, the college facilitates faculty-student mobility and the exchange of ideas and best practices, ensuring that its community remains connected to global educational trends. Closer to home, Samar Colleges has strengthened the local academic ecosystem by partnering with Samar State University for knowledge and resource sharing, and with Northwest Samar State University to allow students and faculty to utilize each other’s library facilities for extensive research. Furthermore, its involvement in the USWAG regional startup and innovation consortium highlights a dedicated effort to foster wealth creation and acceleration within Eastern Visayas.

The project’s commitment to professionalism and nation-building is perhaps most evident in its rigorous industry-based training programs, which prepare students for the demands of a globalized workforce. For instance, students pursuing a Bachelor of Science in Information Technology benefit from a formal partnership with BBCS Data Systems and government agencies, providing them with 500 hours of supervised, industry-related experience. Similarly, the College of Business and Management has collaborated with Tubig Catbalogan Inc. to implement a 600-hour apprenticeship program, exposing students to actual corporate environments to develop world-class management skills. These initiatives ensure that graduates are not only academically proficient but also professionally seasoned and ready to contribute to the nation’s economic growth.

Beyond the professional context, PROJECT: INSPIRE emphasizes inclusivity and social responsibility through meaningful community extension activities. The college has taken a proactive role in digital transformation by partnering with the Barangay Catbalogan Council and DICT-Samar to provide digital literacy training and online safety education to out-of-school youth and women. Additionally, the institution is addressing educational continuity through PROJECT CONNECT, a proposed collaboration with selected secondary schools in Samar Division and/or Catbalogan City Division, aimed at implementing a flexible Learning Management System to maintain academic momentum during class suspensions.

From environmental efforts like tree-planting in Barangay Ibol to participation in the International Poverty Conference, Samar Colleges, Inc. continues to demonstrate that true innovation lies in the holistic development of the individual and the selfless service of the community.
