Catbalogan City – Mr. Roque D. Villarin, Director for Campus Communication and External Services of Samar Colleges, Inc. (SC) and Regional President of the Philippine Society of NSTP Educators and Implementers, Inc. (PSNEII), served as guest speaker during the 23rd Commencement Exercises of the National Service Training Program (NSTP) at Samar State University (SSU) on June 21, 2025.

The ceremony carried the theme, “Transforming the Youth Towards National Leadership for a Secure and Sustainable Philippines,” reflecting the program’s goal of shaping responsible and proactive youth leaders.

With two decades of service as SC’s NSTP Coordinator, Mr. Villarin was invited in recognition of his leadership in civic education, regional engagement, and his significant contributions to NSTP implementation in Eastern Visayas.

In his keynote address, Mr. Villarin underscored the vital role of youth in building safe, service-driven, and resilient communities. He encouraged the graduates to embody the values instilled through their NSTP experience as they take on greater roles in society.

“The future of society depends on you and we shall stick to our dream of the Philippines where people learn from good example about the many ways to care for the environment, behave socially and responsibly, and act with integrity for the good of all,” he said in his message.

The ceremony gathered NSTP completers from all three components, namely, Naval Reserve Officers Training Corps (NROTC), Civic Welfare Training Service (CWTS), and Literacy Training Service (LTS), and was attended by SSU’s key NSTP officials, guests, and partners, who witnessed the recognition of cadets, civic welfare volunteers, and literacy service graduates completing the program.

Mr. Villarin’s participation not only reflected SC’s active involvement in regional NSTP initiatives but also highlighted the institution’s continued commitment to developing socially responsible and community-oriented student leaders.

Samar Colleges, Inc. continues to strengthen its commitment to nation-building and youth development by actively participating in regional initiatives that promote civic responsibility, leadership, and public service among students.
