CATBALOGAN CITY, Philippines - The Samar Colleges, Inc. (SC) and Katbaloganon Foundation, Inc. (KFI) formally strengthened their shared commitment to delivering educational opportunities through their signing of Memorandum of Agreement (MOA) held at Radiant Hotel on Thursday, July 9, 2026. The partnership aims to give full scholarship program to deserving students who are solo parents in Samar.
The signing activity which happened over casual lunch, brought together key officials and representatives from both institutions, including SC's School President, Mr. Rhett Caesar L. Piczon, and KFI’s Chairman of the Board, Mr. Carmelino “Mamet” C. Tizon, along with other members of the board, Mr. Antonio “Nieto” M. Villarin, Mr. Raul M. Fernando, Mr. Joseph “Jobal” G. Balisacan, and Ms. Rowena “Weng” B. Cinco. Following the signing of the MOA are talks on how the partnership is expected to create a lasting impact on the lives of students and the communities they serve.
The KFI recently tapped SC to be one of its beneficiaries along with Samar State University (SSU) in providing full educational assistance to individuals facing financial and personal challenges, particularly, students who are solo parents in Samar. The initiative came from the program’s benefactor Ms. Rhea Bartolome, a KFI member from Catbalogan, in hopes that through this scholarship, eligible students will be able to pursue their college education while balancing the responsibilities of raising their families.
The SC, through its Scholarship Coordinator, Ms. Cherry Angelie Florentino successfully endorsed one (1) beneficiary for the said program who recently signed the scholarship contract subsequent to the signing of the MOU.
Beyond financial assistance, the initiative recognizes the resilience and determination of solo parent students who aspire to build a better future for themselves and their children. By investing in their education, the partnership seeks to give them not only the opportunity, but also to quip them with knowledge and skills necessary to achieve personal and professional success.
